The only time you want to reach out to an editor by phone is if you are returning their call and in that case, do so as quickly as possible. If an editor has phoned you with a request, she is likely on a tight turnaround that needs action that day! Calling an editor to pitch your idea is a rookie mistake and signals that you're not fully prepared for press (because if you had really solidified the pitch, you would have emailed it, with a picture!) Editors and bloggers want to receive their pitch by email. Period.
